DESCRIPTION:In December 1978\, during the 3th Plenum of the 11th Plenary 
 Congress of the Communist Party of China\, Deng Xiaoping launched the no
 w famous policy of reform and opening up (gaige kaifang). Thirty-five ye
 ars later\, in December 2013 General Secretary Xi Jinping announced a ne
 w initiative\, known as the Belt and Road Initiative (BIR). Even a curso
 ry comparison of European reactions to the launch of the policy of refor
 m and opening up first\, and of the Belt and Road Initiative next reveal
 s several points of similarity. \nThe talk will describe the main featur
 es of the Belt and Road Initiative\, and then present a factual account 
 of early European reactions to the reforms announced by Deng Xiaoping\, 
 with the recent responses specific bodies of the European Union adopted 
 towards the Belt and Road Initiative.\n\nEveryone welcome.\n
