Title: The Impact of Electricity Prices on the Installation of Residential Solar Photovoltaic Panels in Japan
Abstract: This paper investigates the impact of electricity prices on installation decisions of solar photovoltaic (PV) panels by Japanese households. Residential solar PV panels have been installed at an accelerated pace in the last several years in Japan, likely due to the introduction of a feed-in tariff scheme and significantly increasing electricity prices. However, very little is known about the relative contribution of these factors. To investigate this question, we use prefecture-level panel data on the number and size of PV panel installations from 2009 to 2014. Our estimation shows that the elasticity of residential panel installations with respect to electricity prices is about 1.5-2.3. This implies that the electricity prices play a large part in the recent expansion of residential solar power generation: If the electricity prices in 2014 had remained at the level of 2011, installations in 2014 would have been about 20-40% fewer in many regions of Japan.
