DESCRIPTION:Mr. Jon Spencer\, Senior Lecturer in Criminology University o
f Manchester\n\nTitle: Becoming Undocumented and Staying Undocumented: T
he Routes to Irregularity and No Way Back\n\nThis seminar reports on the
outcomes of an ESRC Impact Accelerator Award (IAA) on the Rights of Und
ocumented Migrants. The seminar will explore the following areas: How mi
grants become undocumented\, the experiences of being undocumented\, the
problem of policy engagement and impacting on policy direction and deve
lopment. \nThe routes to being undocumented\, or irregular\, are many an
d are these are out of the control of the individual in many cases. Lega
l changes\, rule changes and changes to status that all appear a little
haphazard are common. The asylum system works as a highly discretionary
system with many involved in the process feeling powerless and lacking a
utonomy. This seminar will explore these issues and report on the experi
ences of the respondents who were part of the IAA project. One of the ke
y aims of the project was to have an impact on policy. The seminar will
explore the different routes to impact that the project engaged in and a
sk questions about how feasible it is to attempt policy change in an are
a that is politically highly charged and publicly presented through a ho
stile discourse. The findings from the research suggest that potentially
new ways could be successful in policy engagement. \n\nhttp://www.manch
