This paper provides a detailed, longitudinal case study of university-industry interactions in the Swedish food industry, from the 1990s to the present, analyzed as a case where public policy can stimulate the development of firm capabilities. Existing research, both theoretical and empirical, offers few insights into how university-industry interactions occur in traditional sectors. Based upon existing literature from all sectors, this paper proposes an initial conceptualization, which distinguishes between commercialization and academic engagement with industry. The case study, set in the context of the Swedish food industry, captures aspects of transformation and regeneration in this industry, which have been underway from the 1990s to the present. Based upon this analysis, the conceptual model is revised. The model specifies how public policy can stimulate the firms’ capabilities to innovate, through academic engagement with industry, and in traditional industries where this type of firm capabilities did not previously exist. Hence, there are implications for how public policy can help regenerate traditional industry through the intersection of business innovation, scientific research and the development of capabilities in firms.
