 es are not outcomes\, and devolution is too narrowly framed if it become
 s a way of boosting economic growth so that questions of social and demo
 cratic renewal are secondary.  Can devolution\, more broadly\, be a mean
 s to diverse ends including a ‘rebalanced’ economy\, fewer inequalities\
 , more public goods and services\, and a revitalized democracy?\n\nThese
  issues are discussed in the 2015 CRESC Annual Lecture by Natalie Bennet
 t\, Leader of the Green Party\, one of the new voices empowered by faili
