Topic: Beyond the Plate: Intra-household Inequality and Undernutrition in Asia

Abstract: In what types of households do we find undernourished individuals? Using Demographic and Health Survey data for the South Asia region, we show that two-thirds of undernourished individuals are in households with members who are not undernourished, and 27% of households have intra-household inequality in nutritional status. We also find that most undernourished individuals do not live in wealth-poor households: 70% of under-nourished adults and children are not found in the poorest 20% of households, and only slightly more than half are found in the poorest 40%. Adding additional covariates, such as birth order, female education, and those related to household sanitation infrastructure does little to improve predictive power. As a result, accurately reaching undernourished individuals through targeted policy based on common observables is likely to be difficult. Simple targeting outcomes such as age or access to sanitation infrastructure do as well as targeting based on household wealth; yet, all targeting methods considered yield large inclusion and exclusion errors, raising questions as to whether nutrition interventions should be targeted.

Presenter: Dr Caitlin Brown Caitlin is currently a Lecturer with the Department of Economics at the University of Manchester, a Research Affiliate with the Institute for Fiscal Studies (IFS), and a co-editor of The Manchester School journal. She also serves as a Consultant with the Development Research Group (DECRG) at the World Bank. Caitlin has a Ph.D. in Economics from Georgetown University and previously worked as an Assistant Professor at the School of Public Policy at Central European University.
