  Manchester)\nIn the two years since the first Police and Crime Commissi
 oners (PCCs) were elected to set policing priorities in England and Wale
 s the 41 new PCCs have developed their unique role\, but not without con
 troversy. The future of PCCs in criminal justice governance after the Ge
 neral Election\, and in the context of debates around devolution to Engl
 ish cities\, is a rapidly unfolding agenda.\n\nWe are pleased to welcome
  the PCC for Greater Manchester Tony Lloyd\, a former Home Office Minist
 er and first Chair of the Association of Police and Crime Commissioners\
 , to provide a mid-term review and a look ahead at the future of the rol
 e of Police and Crime Commissioners in England and Wales.\n\nThe event\,
  co-organised by policy@manchester\, is chaired by Professor Francesca G
 ains who has been researching the new arrangements as part of the ERC fu
 nded ‘Understanding Institutional Change’ research project based at the 
 University of Manchester.\n\nAfter the address there will be the opportu
