DESCRIPTION:Patents as an institution combine incentives for the producti
 on of technological knowledge (by granting temporary monopolies) with in
 centives for diffusion of that knowledge (usually through licensing).  H
 owever\, we know little about how patents are actually used\, either to 
 earn rents on own innovations or to facilitate trade in technology. Seve
 ral developments suggest that the use of technology vested in patents ha
 s grown through the late 80s and 90s in the UK and has benefited both sm
 all and large firms and new technology based spin-offs.  Yet\, public di
 scourse on intellectual property often focuses very narrowly\, sometimes
  primed only by anecdotal accounts of how patents are being used (or abu
 sed). Similar concerns about our lack of knowledge of what happens to pa
 tents once they are issued have been expressed in the Hargreaves review 
 (2011) of UK Intellectual Property.  In this talk I will summarise my wo
 rk since 2009 on the use of patents in the UK for protecting the rents t
 o own innovation and to facilitate technology licensing to others as wel
 l as draw upon the implications of my research for UK patent policy.
