DESCRIPTION:How can we assess the challenges and opportunities for Hong K
 ong and China given the conspicuous conflicts as witnessed in the unrest
  of 2019? \n\nThis seminar contextualizes the inquiry through the histor
 ical vision of the One Country\, Two Systems framework\, the Belt and Ro
 ad Initiative promoted by the current Chinese leadership and its Plan fo
 r the Guangdong-Hong Kong-Macau Greater Bay Area\, the latter unveiled s
 hortly before the eruption of 2019 conflicts. \n\nThe tested practice to
  leverage institutional contradictions for change and reform will be rev
 iewed alongside escalating challenges to stay close to the proposed path
 . \n\nLinda Chelan Li is a Professor of Political Science at the Departm
 ent of Public Policy and Director of the Research Center for Sustainable
  Hong Kong (CSHK)\, City University of Hong Kong. \n\nHer works have str
 addled the politics of central-local relations in China\, government ref
 orms\, rural public finance\, equity education\, civil society coalition
 s\, and cross-border relations to explore the dynamics of institutional 
 and agency change processes. She has authored Power as non zero sum (Oxf
 ord: Clarendon 1998) and Rural Tax Reform in China. Policy processes and
  institutional change (London: Routledge 2011). Books edited include The
  Chinese State in Transition\, Towards Responsible Government in East As
 ia\, and Towards Good Governance in Asia (Routledge\, 2008\, 2009\, 2014
 ).\n\nMore recently\, Li focuses more on cross-border relations and sust
 ainable development in Hong Kong and Asia. She founded the Sustainable H
 ong Kong Research Hub and the Research Centre for Sustainable Hong Kong 
 with the aim of supporting more applied research efforts to meet real-li
 fe challenges. She is currently leading cross-disciplinary research on ‘
 Hong Kong Professional Services in the Co-evolving Belt-Road Initiative:
  Innovative Agency for Sustainable Development’\, funded by the Policy I
 nnovation and Coordination Office of the HKSAR Government.
