DESCRIPTION:India has a national policy of randomly allocating village co
 uncil headships to women. We use this to identify the impact of female p
 olitical leadership on the governance of projects under the National Rur
 al Employment Guarantee Act. Using primary survey data\, we find more pr
 ogramme inefficiencies in village councils reserved for women heads: ine
 xperience make such councils more vulnerable to bureaucratic capture. Wh
 en using a panel of audit reports\, governance improves  as female leade
 rs accumulate experience. Women political leaders not only catch up in t
 he delivery of public programmes\, but generate governance dividends  on
 ce initial\, gendered disadvantages recede.
