DESCRIPTION:Abstract: In this lecture marking the PEM's 70th year\, Profe
 ssor David Adams will examine the uneasy relationship between planning a
 nd land ownership\, and explore how landowners and developers secure a p
 rivileged position in the planning system compared to local communities.
  Arguing that ownership power\, constraints and behaviour pose significa
 nt challenges to effective planning\, he will call for the relationship 
 between planning and property rights to be rebalanced in favour of the c
 ommon good. Drawing on recent experience of urban land reform in Scotlan
 d and elsewhere\, he will identify some key priorities in enabling this
