,\nSteph\n\nABSTRACT: It is more than ten years since the largest gather
ing of world leaders in history endorsed the principles of the responsib
ility to protect (RtoP) in three paragraphs of the Outcome Document from
the Summit. Since 2005\, the value of R2P to the prevention of mass atr
ocity crimes has been contested. In the ensuing debate about the failure
s and successes of the doctrine\, what has remained a thematic point of
convergence for both advocates and naysayers alike is the destabilising
influence the Security Council has had on the development of the norm an
d the necessity of a reform to the organisation(either structurally or t
o its working methods) or its replacement by a more democratic and effic
ient institution. This paper assesses the moral and practical credential
s of these suggested alternatives to the Security Council. Ideas such as
  a concert of democracies\, a humanitarian council and a judicial body h
ave been mooted. I will argue that these alternative arrangements encoun
ter several major problems of their own. I will argue that reconstitutin
g the role of regional organisations in mass atrocity preventions holds
greater promise to the development of RtoP.\n\nDr Stephanie Collins\nLec
