DESCRIPTION:Speaker: Joseph Stead\, OECD Centre for Tax Policy and Admini
 stration\n\nThe Seville Commitment emphasized the pivotal role of tax re
 venues as the largest source of financing for development. Realising the
  optimal level of tax revenues to support development is a complex chall
 enge combining policy and administration challenges\, as well as domesti
 c and international dimensions. \n\nThe OECD has been working with devel
 oping countries on tax issues for over twenty years\, growing from modes
 t training programmes to a multifaceted approach combining integration o
 f developing countries in the development of international tax standards
  and data sets\, with an significantly expanded capacity building progra
 mme\, as well as a range of research and analysis on key issues.\n\nThis
  lecture will provide an overview of some of the key issues on tax and d
 evelopment\, as well as reflections on the evolution of the OECD role an
 d priorities for the future. \n\nJoseph Stead is a Senior Policy Analyst
  on Tax and Development in the OECD Centre for Tax Policy and Administra
 tion. He leads the OECD work on tax morale\, focussing on what drives vo
 luntary compliance in developing countries. He also works on the role of
  development cooperation in improving tax policy and administration in d
 eveloping countries\, including co-ordinating the OECD’s tax capacity bu
 ilding programme. Prior to joining the OECD he worked at the NGO Christi
 an Aid\, leading aspects of their economic justice policy\, including ta
 x\, trade and debt policy. He was also the co-chair of the board of the 
 Jubilee Debt Campaign (now Debt Justice). \n\nPreviously Joseph worked i
 n the UK Civil Service\, working on asylum and immigration law in the Ho
 me Office\, and trade and development policy in the Foreign Office. He h
 olds a Master’s degree in African Politics from the School of Oriental a
 nd African Studies in London\, and a politics degree from the University
  of Nottingham.
