After Austerity: The Financialisation of the Welfare State

Emma Dowling (Middlesex University)

This paper provides an analysis of the emerging social investment market in the UK. The paper analyses the use of social impact bonds in social policy-making in to suggest that private finance is being introduced into welfare programmes, thus paving the way for financial markets to influence welfare policy and provision. The paper discusses the legimitation discourses that hail a new and qualitatively different direction for finance that supposedly addresses the criticisms levelled at finance in the wake of the financial crisis. The paper calls this pronouncement into question on the basis of two concerns. One is the transfer of wealth from the public to the private sector that social impact investing enables, the second is the subjection of welfare provision to the vicissisitudes of global financial markets and discusses the potential consequences this may have. The paper concludes with an assessment of the implications for theorising the state and proposes some defining characteristics of what can be identified as a financialisation of the welfare state.
