This seminar discusses various aspects related to the ex-post assessment of the impact of R&D and innovation (RDI) policies.
We propose a (comprehensive) “conceptual framework” where: (i) agents’ behaviours, (ii) factors affecting their decisions, and (iii) quantitative (econometric) methods for impact evaluation are jointly illustrated.
Special attention is devoted to some “open questions” in RDI policy impact assessment, in order to improve and better steer future evaluation exercises in this field of policy action.
The focus is on “direct financial incentives” (grants and supported loans), thus paying specific attention to “input additionality”. We therefore refer to the so-called “public competitive RDI project-funding” (either in their bottom-up and top-down form).
