Tactical Ambiguity and Social Networks in the 1948 Bogotazo
Students of contentious politics often define social mobilizations based on the types of claims made by protesters. Yet in some cases, protesters may avoid explicit claim-making, in particular in the face of violence. Using the case of the 1948 Bogotazo, I show that protesters and political elites who avoided making explicit political claims met with greater tactical success than actors who rushed to voice their demands. I use archival data to reconstruct the relational structure of early groups of protesters, of later violent mobilizations, and of negotiations between political elites, and show how actors used these structures to harness tactical ambiguity.
