 nAbstract:  This presentation addresses the issues of fairness and justi
 ce of energy resource allocations in the domestic energy and personal tr
 avel domains with a specific focus on tackling ‘over consumption’. Achie
 ving this relies upon understanding the underlying reasons for high ener
 gy use and the structural\, social\, cultural and economic influences on
  these behaviours. These findings will be considered in the context of p
 olitical theory and theories of consumption to structure definitions of 
 high use consumers and to develop and assess approaches to equitable rad
