Abstract:
Shared mobility and autonomous vehicles are emerging, but how to govern this transition remains uncertain. Internationally, government agencies face difficult challenges to effectively plan and regulate the deployment of these technologies, whilst simultaneously encouraging innovation. Being both a facilitator and an umpire in a governance landscape dominated by private actors will be a difficult task, particularly for advanced neoliberal/corporatist cities like those in Australia. To critically explore the emerging governance settings under a future of shared mobility, this paper examines interviews with senior staff from private companies with interests in existing and future transport economies to consider how they see the governance of the complex transition ahead. While unsurprisingly the interviewees had significant concerns for the sustainability of their business, it was generally acknowledged that without government support and partnership, a lack of structure and clarity could lead to natural monopolies emerging and competition being hampered. The interview data also shows that strong and clear government regulation is needed for public and private transport providers to deliver positive outcomes for both the public and private good. Finally, while the research reveals a role for partnerships, we argue that there is potential for co-production in the design of regulation and the development of the wider role of urban planning in managing the disruptions created by new transport technologies and economies.
