As stem cell science enters the clinic, transnational difference in regulation may encourage health tourism, highlighting the questions about safety and efficacy of treatments, justice and access to new therapies, and the appropriate response of policy makers. In this context, Mexico has emerged as one of the favoured places for medical tourists to obtain unproven stem cell therapies, in what follows it will be called stem cell interventions, which are commonly hazardous, yet easily available. In this talk, I will explore the regulatory landscape under which these interventions have arisen, which has led to a flourishing stem cell tourism market in Mexico. It is suggested that the ineffective enforcement of available legal provisions broadly applicable to stem cell therapies may jeopardise the establishment of public trust in this emerging field in the country.
