The proposed devolution process for Greater Manchester has attracted considerable public attention at both national and local level. Much of the discussion, however, has focused on territorially-defined resources and institutions and their likely empowerment/disempowerment from the government’s proposals. But what about ‘identity communities’ in the North West (such as faith, LGBT or disability groups to mention just a few), whose needs and access to essential services do not neatly map onto the new devolved structures? Can ‘Devo Manc’ work for those citizens who may not reside in the City of Manchester, but still require access to services provided within its area of authority? What kinds of organisations are best suited to cater for the needs of ‘identity communities’? What lessons can Manchester learn from other European cities which a successful track record in this area?
This policy symposium is hosted by the Manchester Jean Monnet Centre of Excellence in collaboration with local and European partners. The event is free and open to all. The format will be highly interactive in which members of the audience will be strongly encouraged to voice their opinions to the panel of speakers.
