An Inaugural Lecture by Professor Carolyn Abbot
Environmental NGOs contribute to the regulatory space in a variety of ways. They can be
involved in shaping the rules of regulation by participating in both the drafting of law and
policy frameworks within which regulation is developed and, more directly, in the setting
of environmental standards.
Environmental NGOs have a clear role to play in enforcing those rules both formally (by
bringing private prosecutions) and informally (through the use of ‘naming and shaming’
strategies) And, perhaps most controversially, NGOs can be formally co-opted by the
state as regulatory surrogates. Their role in regulation is both important and valuable.
In this lecture, Professor Abbot will focus on larger, professional, centralised and well-
resourced environmental NGOs and reflect upon the factors that constrain and enhance
their involvement in environmental regulation.
