Michael E. Rose will explore how the U.S. “Muslim travel ban” influenced the productivity and collaboration of Iranian computer scientists and how they adapted to sustain international engagement.

Abstract:

We study the role of travel restrictions on productivity and collaborations of scientists. We leverage the so-called "Muslim travel ban", which barred citizens from Iran and six other majority-Muslim countries from entering the US 2017-2021. We focus on Computer Science, a discipline where conference participation is key to publication. To infer causality, we restrict our analysis to conference series that sometimes take place inside and outside the US before and after the onset of the travel ban in 2017. We find that Iranian researchers were less likely to contribute papers in conferences located in the US after the travel ban. However, interestingly, they increased their collaborations with US-based scientists, likely in order to remain able to have papers included in US-based conference proceedings. These results suggest that, in a field where conference proceedings are important outlets, scientists act strategically to partly offset the consequences of the travel restrictions on conference participation, to the benefit of US-based scientists.

Speaker's Bio:

Michael E. Rose is a senior research fellow at the Max Planck Institute for Innovation and Competition. He holds a PhD in Economics from the University of Cape Town. His research interests include Economics of Science, Technology Transfer (both in historic and contemporaneous perspective), and Digital Transformation.
