NGOs have generally served as issue-entrepreneurs, advocates and service providers, leaving law enforcement to states. However, in recent decades, environmental and human rights organisations around the world have come to play a growing role in enforcing international laws, both through ‘direct action’ enforcement and through the courts. What is driving this trend? Is it a positive development? And what are the implications for wider transnational advocacy movements?
Mette Eilstrup-Sangiovanni is Professor in International Relations in the Department of Politics and International Studies (POLIS) at Cambridge University, and a Fellow of Sidney Sussex College. Her research focuses on the historical evolution, design and effectiveness of international organisations, and the role(s), both historical and contemporary, of non-state actors in global governance. Her most recent book Climate Activism, Digital Technology and Organisational Change (co-authored with Nina Hall) was published by Cambridge University Press in December 2024.
