	                	This seminar looks at ‘redefining planning’, with work in progress in Finland. The context is the Nordics and EU experience, and the large new urbanization research project ‘Beyond Inter-sectorial Coordination in Finnish Urban Regions’ - www.bemine.fi.  There are three parts to this story:
•	How to link between ‘hard’ and ‘soft’ spaces and planning systems: i.e. formal spatial units and regulations – versus – informal networks / activity systems and collaborative partnerships: 
•	How to manage citizen participation, where ‘hard’ and ‘soft’ spaces and planning systems coexist, and overlap in ambiguous ways, with issues of legitimacy and representation?
•	How to incorporate both ‘hard’ and ‘soft’ forms of planning in strategic spatial planning, for city-regions and regions?  
All this will highlight very topical questions for the UK context of devolution and deregulation, and the new agenda for city-regions.  Connecting ‘hard and soft’ could bring valuable lessons in managing large infrastructure, area regeneration and neighbourhood social innovation.
The session will be introduced by Joe Ravetz, a UK member of the ‘Beyond’ research consortium (sponsored by the Academy of Finland). The project is hosted by CURE (Collaboratory for Urban Resilience & Energy), and part of the Manchester Urban Institute.
