African states raise more revenue through taxation than the combined total of overseas development assistance, foreign direct investment, and remittances. Yet, on average, they only collect around 15% of GDP in taxes, which is roughly half the OECD average. Strengthening domestic revenue mobilisation is a key development priority, especially in the context of declining foreign aid (i.e. the dismantling of USAID) and rising debt levels in developing economies.
We are delighted to welcome to Dr Alex Moyem Kombat, Assistant Commissioner for Research and Policy at the Ghana Revenue Authority to the GDI. Prof Sam Hickey, Dr Elisa Gambino, and Dr Antonio Savoia will join this roundtable discussion on the relationship between taxation and development. Dr Kombat will draw on his practitioner experience and on the collaborative project between Ghana Revenue Authority, the GDI, and the Ghana Institute of Management and Public Administration titled “Taxation for Development (T4D)”. The roundtable participants will discuss the politics of taxation, informal sector tax, and the governance of domestic revenue mobilisation.
