Abstract: In this lecture marking the PEM's 70th year, Professor David Adams will examine the uneasy relationship between planning and land ownership, and explore how landowners and developers secure a privileged position in the planning system compared to local communities. Arguing that ownership power, constraints and behaviour pose significant challenges to effective planning, he will call for the relationship between planning and property rights to be rebalanced in favour of the common good. Drawing on recent experience of urban land reform in Scotland and elsewhere, he will identify some key priorities in enabling this to happen.
